For felony cases in the North Justice Center, the cases are assigned to 1 of 2 courts, Department N3 or Department N12. These courts hear all pretrial matters for a felony that is in the preliminary hearing phase. The actual preliminary hearing is sent out to an “open court” in the courthouse, depending on the availability of the judges who are assigned to the open courts. After the preliminary hearing is held at the North Justice Center, the case is then sent to Department C5 in the Central Justice Center located in Santa Ana.
